If you want to withdraw cash from USD account it would be forcefully exchanged to RUB. Thus it looks nice on paper but ultimately another trap scheme. People are offered to buy USD on black market with rates from 1/115 and up to 1/390. Taking mentioned above into account, they actually offer $13-$43 per gramm, depending on the region.
