It has no windows because it was only ever meant to store wiring, telephone switches, and other telco equipment. very few people worked there and they were all telco technicians. nobody really had an office there. Machines don't need windows. The lack of windows also improved insulation, because the building had to have air conditioning for all the machines, and windows would have leaked heat in / cold out. Windows also involve extra maintenance so there's no point in having them if no one is really inside the building looking out.

This building makes perfect sense. It's basically a giant server room. Windows serve no purpose. Maintaining and cleaning windows would also make no sense.
Telecom equipment doesn't need to look out the windows, and is happy to work in the dark, so why spend money on glass? There are buildings like this in many major cities. This one's big because of the volume of traffic it handles. Gov't spooks are probably present in all of them, but they're not the reason the places were built, or built this way.
Now that the bad guys are all using encrypted wireless apps, I wonder if there's much useful information being harvested these days.
